What is the construction cost of schools in Japan in terms of unit price per square meter?
In the previous issue of the “Special Report on Construction Costs per Square Meter,” we introduced cases involving welfare and nursing care facilities. This article will introduce schools and their construction costs in Japan in 2020 based on the unit price per square meter.
The unit cost per square meter for schools by structure was around JPY 365,000 for reinforced concrete structures.
First, a look at the construction cost of schools nationwide by structure shows that the cost per square meter for reinforced concrete structures was the highest at JPY 365,000 per square meter, followed by steel reinforced concrete structures and wooden structures, at JPY 360,000 per square meter and JPY 313,000 per square meter, respectively. On the other hand, the cost for steel structures was the lowest at JPY 273,000 per square meter. (See figure below)

In the figure above, the average unit price per square meter of all structures is JPY 325,000 per square meter, which is between the cost for reinforced concrete structures, which cost JPY 365,000 per square meter, and steel structures, which cost JPY 273,000 per square meter. This is probably due to the fact that around 85% of schools in Japan are constructed as reinforced concrete or steel structures. (See figure below)

The highest unit price per square meter for schools by prefecture was in Tokyo, followed by Kumamoto and Osaka.
Looking at construction costs for schools by prefecture in 2020, the highest was JPY 462,000 per square meter in Tokyo, followed by Kumamoto and Osaka, at JPY 394,000 per square meter and JPY 376,000 per square meter, respectively. On the other hand, the lowest unit price per square meter was JPY 218,000 per square meter in Okinawa, followed by JPY 285,000 per square meter in Fukuoka, and JPY 309,000 per square meter in Hyogo. School construction costs continue to rise in Tokyo and nationwide.
(1) Construction costs in Tokyo jump significantly.
Looking at the level of school construction costs in Tokyo until 2020 shows that costs have jumped significantly from 2011 when they bottomed out at JPY 260,000 per square meter, to 2016, when costs were JPY 424,000 per square meter. However, costs began a downward trend since then, falling sharply to JPY 386,000 per square meter in 2017, and dropping around 5% compared to the previous year in 2018 to JPY 367,000 per square meter. From there, costs rose significantly to JPY 410,000 per square meter in 2019 and JPY 462,000 per square meter in 2020. (See figure below)

(2) School construction costs nationwide increase for two consecutive years.
Similarly, looking at the level of construction costs for schools in Japan shows that the cost bottomed out at JPY 218,000 per square meter in 2012 before continuously rising to JPY 307,000 per square meter in 2017. Afterwards, costs fell around 7% compared to the previous year to JPY 286,000 per square meter in 2018. Then, costs increased for two consecutive years to JPY 333,000 per square meter in 2019 and JPY 365,000 per square meter in 2020. (See figure below)

It is worth mentioning that acquiring construction costs using statistical data introduced in this column is suitable for grasping construction cost trends in a large market covering cities or the entire country, but is not as suitable for projects that are highly individualized or require high accuracy.
